The Health Policy Development and Planning Bureau – Health Research Division (HPDPB-HRD) is EXTENDING the 2026 Call for Proposals under the Advancing Health through Evidence-Assisted Decisions with Health Policy and Systems Research (AHEAD with HPSR) Program. In line with this, we would like to request the offices to disseminate this information to all research proponents, partners and institutions that are within their network for submission of proposals.

The proposals must align with the research priorities resulting from the Call for Priority Topics through DM No. 2024-0360 (click this LINK or scan the QR code for the list of expanded priority topics). Further, the proposals must be consistent with the following:

(1)  2023-2028 Medium Term Health Research and Innovation Agenda , 

(2) the 2023-2028 National Objectives for Health and 

(3) the Department of Health’s 8-Point Action Agenda. 

Selected projects will be implemented in Calendar Year (CY) 2026.

Interested parties are required to submit their capsule proposals (maximum of 3 pages) using the template provided in Annex B, along with the following initial requirements:

1. Letter of Intent addressed to the Director of HPDPB:
   1. ANNA MARIE CELINA G. GARFIN, MD, MM
      Director IV

      Department of Health
2. Work plan schedule (Gantt chart of activities)
3. Curriculum vitae of the lead proponent (principal investigator/project leader)
4. Profile of the institution, including information to justify engagement through negotiated procurement
5. Endorsement from the agency head

The deadline for submission is February 14, 2025. Please be advised that incomplete submissions will not be considered.
