About Health Human Resource Development Bureau
HHRDB is one of the Bureaus that directly reports to the Secretary of the Department of Health. It is part of the Administration Technical Cluster under the Functional Management Arrangements for Kalusugan Pangkalahatan as seen in the DPO 2011-3606 dated August 3, 2011 and DPO 2011-3606-A dated August 3, 2011. It is mandated to develop human resource for health and personnel administration related policies, programs, systems and standards to ensure adequate, competent, committed, effective and globally competitive human resource for health in collaboration with stakeholders, partners and other sectors.
HHRDB began as a Health Education and Personnel Training Project in 1951 with support from the International Cooperation Administration Philippine Council for United States Agency for International Development. It was established to support and expand the existing Division of Health Education and Information which was directly under the Office of the Secretary. It provided training to the different human resources for health in the Rural Health Units as mandated by the Rural Health Acts namely, Republic Health Act Nos. 1082 and 1891. Aside from providing training to personnel of the DOH, it was also responsible for developing and implementing health education and information programs.
The Project underwent several changes through the years. In February 1956, it became the Office of Health Education and Personnel Training by virtue of Republic Act No. 1241 or Health Reorganization Plan. In 1985, it was replaced with Health Education and Manpower Development Service by virtue of Executive Order No. 851. It was further reorganized into Health Manpower Development and Training Service by virtue of EO No. 119 dated January 30, 1987. This organization transferred the functions of Health Education Service to another office and expanded the functions of HMDTS to include health manpower planning, production and management. Through Executive Order 102 in 2000, it became the Health Human Resource Development Bureau.

Administrative Unit
- Provide administrative services to the Bureau such as canvassing, ocular inspection and accounting for supplies, materials and venue; processing of vouchers, contracts
- Manage building and office equipment repair and maintenance

- Manage office documents including their receipt, delivery, tracking and security

Policy and Standards Division
- Maintains the HRH Network Philippines
- Reviews local and international HRH policies, researches, and standards to align with DOH thrust
- Reviews local and international HRH policies, researches, and standards
Learning and Development Division
- Implements the Learning and Development Management System (a. assessment, b. design, c. delivery, d. evaluation) for DOH Staff and sectoral HRH
- Develops competency-based learning and development interventions, including online learning
- Maintains the database of organizational learning and development information
Planning and Information Management Unit
- Consolidate Bureau financial plans, and accomplishment reports
- Develops and/or manages the HRH data and information systems

ISO 9001:2008 STEERING COMMITTEE – HHRDB Top Management (HHRDB Director and his direct-reports: Division Chiefs and Administrative Officer) | 1. Oversee the development, implementation, maintenance, and continual improvement of the QMS. 2. Direct the formulation/ review of HHRDB vision, mission, values, quality objectives, plans, policies, HRH-related programs, systems, and standards. 3. ISO 9001:2008 CORE TEAM- QMR, Deputy QMR and Asst. QMR (Any member of HHRDB Mgmt. and technical staff) | 1. Ensure that the QMS complies with ISO 9001:2008 standards, applicable statutory requirements, rules, and regulations. 2. Ensure that the QMS is implemented, maintained, monitored, evaluated, and continually improved. 3. Ensure the conduct of management review of the Bureau. 4. Consolidate and analyzes the results of the Bureau IQA for management review. 5. Ensure that the quality policy and quality objectives are properly disseminated, understood & implemented. 6. Responsible for reporting to, and updating the management on the status of the project. 7. Ensure the promotion of awareness of customer requirements throughout HHRDB. 8. Coordinate with external parties on matters relating to ISO and the QMS. 9. Ensure that all personnel is aware of ISO 9001:2008 standards and the QMS of HHRDB. |

DOCUMENT CONTROL TEAM | 1. Maintain and update hardcopy of the documented QMS. 2. Ensure that documented procedures for the creation, changes, approval, and issuance of controlled documents are implemented and maintained. 3. Ensure the availability of relevant and current documents at points of use. 4. Ensure that the master list of controlled documents and records is updated. 5. Ensure compliance with document/records control procedures. |
