The National Human Resources for Health Master Plan (NHRHMP) 2020-2040 was developed by the Department of Health and the Human Resources for Health Network Philippines to guide the management and development of the human resources for health (HRH) of the Philippines according to the goals of Universal Health Care. The NHRHMP provides policies and strategies for the appropriate generation, recruitment, retraining, regulation, retention, and reassessment of the health workforce based on population health needs.

The Human Resources for Health Master Plan (HRHMP) 2020-2040 is aimed at guiding the management and development of the human resources for health (HRH) of the Philippines according to the goals of Universal Health Care (UHC).
HUMAN RESOURCES FOR HEALTH NETWORK PHILIPPINES
The Human Resources for Health Network Philippines is a multi-sectoral body composed of eighteen (18) government agencies and non-government organizations that have mandates relevant to HRH management and development. It aims to integrate agency efforts and harmonize policy directions for the development of adequate, globally competent, and sustainable health workforce to provide quality universal health care for Filipinos. The HRHN was formally launched on 25 October 2006 during the signing of the Memorandum of Understanding. The MOU can be accessed by clicking the image.
The HRHN has three (3) technical working committees (TWCs) that correspond to the World Health Organization’s Working Lifespan Strategies, which are:
- TWC on Entry, focusing on the planning, education, and recruitment of HRH;
- TWC on Workforce, focusing on supervision, working conditions, compensation, retention, support systems, and lifelong learning and development; and
- TWC on Exit and Re-entry, focusing on career tracks and opportunities, health and safety, migration and retirement, and reintegration of returning migrant workers and others into the Philippine healthcare system.
Human Resources for (Health) Related Policies
The HHRDB, aligned with its mandate to ensure quality of training and health human resource development at all levels or the health care system as provided under EO 102 s 1999 sec 3k, develops HRH-related policies pertaining to HRH deployment, pre-service scholarship for HRH, learning and development, and other programs and projects of the bureau.
