The Department of Health (DOH) is guided by FOURmula One (F1) Plus strategy that intends to drive timely, evidence-based, and data-driven decisions. BIHC hereby establishes the Philippine Resource, e-Learning and Advocacy Center for International Health (REACH) to build an accurate and complete online data resource center related to the management of Foreign Assisted Projects, bilateral and multilateral agreements, and other international commitments, initiatives and instrumentalities related to international health cooperation.

The Philippine REACH shall be created on the principle of transparency and accessibility. The principle of transparency and accessibility dictates that BIHC data on international affairs must be accessible to all including the public at large. BIHC aims to update its existing efforts to build an accurate and complete online data resource center for all policies, plans, agreements and systems for Philippine international health cooperation and partnership.

By establishing the PH REACH, teams will be directed to make their datasets available to the public and international health partners, in compliance with the Executive Order No. 2, Series of 2016 or the Freedom of Information Law citing that every Filipino shall have access to information, official records, public records and to documents and papers pertaining to official acts, transactions or decisions, as well as to government research data used as basis for policy development.

Establishing a PH REACH in the BIHC will pave the way for the different DOH personnel and international health partners and other stakeholders to collaborate with each other easily and, thus, provide reliable and coherent datasets. Readily available open, accurate and updated datasets shall help all internal and external stakeholders for international health cooperation as a whole to come up with evidence-based decisions. In this way, the BIHC becomes transparent and accountable with every decision to make since they have these data as basis.
