Health Facility Development Bureau

General Functions

  • Develop plans, policies, programs, projects, and strategies related to health facility development, planning, operation and maintenance;
  • Provides coordination, technical assistance, capability building, and consultation and advisory services related to health facility development, planning, operation and maintenance;
  • Advise Secretary and Undersecretary of Health on matters pertaining to health facility development, planning, operation and maintenance

Functions per Department Memorandum No. 2019-0010 dated January 11, 2019

  • Develop policies, standards, programs and plans development for health facility management and health integration of health facilities, whether public or private, at all levels of health care including primary care, diagnostic, tertiary hospitals, treatment and rehabilitation centers, and support facilities such as water treatment stations, waste management facilities and the like

Specific Fucntions (per DPO No. 2019-1259 dated March 14, 2019)

1. Policy, Planning and Program Development Division (3P2D)

  • Develop health facility structural and management of standards including financial, strategic, and operational management;
  • Develop clinical management standards including quality of care, laboratory services, and ancillary services;
  • Develop on standards on patient centeredness including safety, people centeredness, and quality of care;
  • Provide technical assistance on health facility operations and management;
  • Ensure the development and management of health facility-based programs;
  • Coordinate with Regional Health Facility Development Unit (HFDU) in the Centers for Health Development; and
  • Perform other functions as may be directed by the Director IV.

2. Health Systems Development and Management Support Division (HSDMSD)

  • Develop health facility service capability standards for healthcare provider networks to guide clinical, management and financial system integration;
  • Develop evidence-based health facility planning, allocation and distribution standards, tools and processes;
  • Provide technical assistance on the development of specialty centers and other health facilities; and
  • Perform other functions as may be directed by the Director IV

3. Research and Performance Management Division (RPMD)

  • Collect, consolidate and analyze health facility data, and generate reports and feedback;
  • Coordinate harmonization of health facility data sets with other offices;
  • Perform research planning and development;
  • Provide editorial support services for HFDB publications
  • Monitor and evaluate HFDB programs and standards;
  • Perform technical reviews of House and Senate Bills on health facility development; and
  • Perform other functions as may be directed by the Director IV
