Only appeals of the following nature shall be accommodated by the MST:
   a. Submission of a new list of personnel who were not included in the original submitted CREC report for the month;
   b. Resubmission of the list of personnel who were initially excluded (with a 0 value in the generated OCA/HEA form) from the list of eligible HCWs and non-HCWs for the grant of HEA.
