Can the HCWs file a claim for MAT directly to the DOH? | Maaari bang mag-file ng claim mismo sa DOH para sa MAT ang mga HCWs?

The claims should be filed through the health facilities who shall then submit and process the grant of MAT to their eligible HCWs. In the event that the health facilities/LGUs are unable to execute a MOA with the CHD, the HCW may file a claim directly to the DOH.

NO. The OP approved funds for the grant of MAT is specifically for the ""provision of MAT benefits which may be in the form of its cash equivalent, to healthcare workers that have yet to receive the said benefits covering the period of September 15 to December 19, 2020"".

The health facilities are NOT entitled for reimbursement but their employees are STILL eligible for the grant of MAT.

With the passage of the bill extending the validity of appropriations of CY 2021, any unobligated allotment of 2021 are considered as continuing appropriations and may still be utilized this year.

2. HCWs who are uniformed personnel with ranks, armed or unarmed, and primary involved in the enforcement of laws;

3. Consultants and experts engaged for a limited period to perform specific activities or services with expected outputs;

4. Laborers engaged through job contracts (pakyaw) and those paid on piecework basis;

5. Student workers and apprentices; and,

6. HCWs NOT engaged in COVID-19 response.

Facilities need only to submit the forms in the annexes of the AO: A.1 request for MAT funds, A.3 certification attesting to eligibility of HCWs and certification of truthfulness of the contents of the report signed by the head of HR or personnel division and MCC/director, and A.4 consent for sharing of data.

5. Mga student workers at apprentices; at
6. Mga HCWs na hindi tumutugon sa COVID-19.

Ang mga forms na nasa annex ng AO ang mga kinakailangan lamang isumite ng mga facilities. Ito ay ang mga sumusunod: A.1 kahilingan para sa MAT funds, A.3 sertipikasyong nagpapatunay na eligible and mga HCWs at sertipikasyong nagpapatunay na totoo ang report na ipinapasa (kinakailangang pirmado ito ng Head ng HR o ng personnel division at ng MCC/director), at A.4 consent for sharing of data.

How much is the benefit? | Magkano ang benepisyo?

Php 3,500.00 only covering the entire period September 15, 2020 to December 19, 2020, subject to availability of funds and pertinent budgetary requirements.

NO. They are no longer eligible for the grant of MAT. This will be considered as DOUBLE COMPENSATION or UNJUST ENRICHMENT.

NO. Those who have already received MAT benefits in cash or in kind such as actual meals, accommodation OR transportation are no longer eligible for the grant of MAT being released by DOH as of December 2021. The fund issued for the grant of MAT is designed to be provided to those eligible HCWs which have NOT YET RECEIVED ANY MAT benefits.

The grant of the MAT benefits is subject to availability of funds. Hence, we advise all health facilities to submit the complete requirements promptly. Health facilities with completed submitted eligibility lists shall be prioritized. If the funds are fully utilized, subsequent submissions of lists of eligible HCWs shall be submitted to DBM for additional funding subject to their approval, which may or may not be granted.

What if the HCW is engaged in several health facilities, are they entitled to more benefits? | Paano kung nagtatrabaho ang isang HCW sa higit sa isang health facility, entitled ba siya sa mas maraming benepisyo?

HCWs may only claim MAT benefits ONCE regardless of the number of health facility the HCWs has engagement/employment with. If they claim more than once, that would be considered as DOUBLE COMPENSATION or UNJUST ENRICHMENT, with their corresponding sanctions. Included in the function of the CHDs in Section VI.B.4 is the evaluation, VALIDATION, and processing of claims, as such, they shall ensure that there are no duplication of entries/names of eligible HCWs between submissions of different facilities.

ISANG BESES lamang maaaring makatanggap ng MAT benefits ang mga HCWs maski na sa maraming health facility ito nagtatrabaho. Kung makatatangap sila ng mahigit sa isang beses, maituturing itong DOUBLE COMPENSATION o UNJUST ENRICHMENT at magkakaroon ito ng karampatang parusa. What will the source of funds for the grant of benefits? | Saan manggagaling ang pondo para sa grant ng benepisyo?

The funds will be from the CY 2021 Contingent Fund. CHD will transfer funds to LGUs and private health facilities based on the number of submitted eligible HCWs subject to their compliance of the submission of documentary requirements, particularly those required per government accounting rules and regulations.

Ang pondo ay manggaling sa CY 2021 Contingent Fund. Ang CHD ay maglilipat ng pondo sa LGUs at sa mga pribadong health facilities base sa bilang ng mga kwalipikadong HCWs na nakapagsumite ng kinakailangan dokumento, partikular na ang mga nangangailangan ng pagsunod sa government accounting rules and regulations.

Who are entitled? | Sinu-sino ang mga kwalipikado?

The following eligibility requirements (3 out of 3) should be satisfied:

1. Public OR private HCWs who have yet to receive the MAT benefits for the period of September 15 to December 19, 2020

2. Public and private HCWs who are assigned to hospitals, laboratories, or medical and quarantine facilities OR whose official duties and responsibilities are related to COVID-19 response, who are any of the following:
      a. civilian employees occupying regular, contractual or casual positions, whether full or part-time;
      b. workers engaged through contract of service (COS) or job order (JO);
      c. duly accredited and registered Barangay Health Workers (BHWs),
In the case of LGUs, the list of HCWs, including BHWs, shall be determined by their respective local health boards.

3. Public and private HCWs who rendered services reckoned from September 15 to December 19, 2020, regardless of the number of days rendered.

 

 

Ang LAHAT (3/3) ng mga sumusunod na batayan ay dapat maipakita:

1. Mga publiko at pribadong healthcare workers na tatanggap pa lang ng MAT benefits para sa buwan ng ika-15 ng Setyembre hanggang ika-19 ng Disyembre taong 2020.

      b. mga manggagawang nasa ilalim ng contract of service (COS) o job order (JO);
      c. duly-accredited at mga rehistradong Barangay Health Workers (BHWs),
Para sa mga Healthcare workers na nasa ilalim ng Lokal na pamahalaan, ang listahan ng HCWs na kwalipikado para benepisyo, na maaring maging kabilang ang mga BHWs, ay dapat na sinang-ayuman ng kani-kanilang local health boards.

3. Mga publiko o primadong healthcare workers na nakapaglaan ng serbisyo mula ikaw-15 ng Setyembre hanggang ika-19 ng Disyembre, 2020, hindi alintana kung ilang araw ang inilaang serbisyo.

2. Mga uniformed personnel with ranks, armado o hindi armado, at primaryang kasali sa pagpapatupad ng batas na HCWs;

3. Mga consultant at ekspertong panandalian lamang ang naging serbisyo at may partikular lamang na kahingian;

4. Mga manggagawang kontraktwal (pakyaw) at binabayaran lamang depende sa gawa;

5. Mga student workers at apprentices; at

6. Mga HCWs na ang tungkulin and walang kinalaman sa pagtugon sa COVID-19 pandemic sa bansa.

 

SPECIFIC PERSONNELELIGIBILITYREMARKS
Non-Medical PersonnelYESOther personnel in health facilities or health offices, whether technical, administrative, or support personnel, regardless of employment status, are eligible for the MAT Benefits as long as they fulfill ALL 3 of the eligibility criteria (A) and do not fulfill ANY of the exclusion criteria (B).

Ibang personnel sa health facilities or health officers,  kabilang ang mga empleyadong ang mga tungkulin ay teknikal, administratibo, o support, maski na anong employment status, ay maaaring makatanggap ng MAT Benefits. Job Order (Contract of Service) PersonnelYESWorkers engaged through contract of service (COS) or job order (JO) are eligible for the MAT Benefits as long as they fulfill ALL 3 of the eligibility criteria (A) and do not fulfill ANY of the exclusion criteria (B).

Uniformed PersonnelNOHCWs who are part of the Armed Forces of the Philippines, Philippine Air Force, Philippine National Police, Bureau of Jail Management and Penology, Bureau of Corrections, Bureau of Fire Protection and other uniformed personnel are EXCLUDED from the grant of MAT.

Civilian HCWs in Military HospitalsYESProvided that they are assigned in health facilities engaged in COVID-19 response.

Kinakailangang sila ay nakatalaga sa health facilities na tumutugon sa COVID-19.

Personnel in Rural Health Units, Urban Health Centers, and Barangay Health StationsYESRHUs, UHCs, and BHS are considered as medical facilities, thus, their personnel are entitled to MAT provided that they do not fulfill ANY of the exclusion criteria.

Itinuturing na medical facilities ang mga RHU, UHC, at BHS kaya naman may karapatan sa MAT benefits ang mga ito HCWs dito,  maliban na laman kung mapupunan nila  ang KAHIT NA ANO sa exclusion criteria.

Barangay Health WorkersNOT ALLOnly those BHWs who can satisfy ALL the following are entitled to MAT:

1. They are accredited AND duly-registered BHWs.

2. They are assigned in medical or quarantine facility, or other health facilities; OR their official duties as evidenced by a signed order by MHO/CHO or Mayor are related to COVID-19 response.

3. They are included in the list certified by the Local Health Board as eligible for the grant of MAT

Maaaring mag-apply ng MAT ang mga BHW na mapupunan ang mga sumusunod:
1. Accredited at duly-registered na BHWs;

2. Nakatalaga sa medical o quarantine facility, o iba pang health facilities; O pirmado ng MHO/CHO o ng punong-bayan na ang kanilang opisyal na tungkulin ay may kaugnayan sa pagtugon sa COVID-19;

3. Sila ay kasama sa listahan na pirmado ng Local Health Board bilang eligible sa grant ng MAT.
BHERTsNOT ALLOnly BHERTS who are considered as health workers and fullfill the eligibility criteria stipulated in the AO: BHWs, BNS, nurse, or midwife.

Tanging mga BHERTS na kinikilala bilang health worker at na napunan ang lahat ng mga batayan (eligibility criteria) ayon sa AO : BHWs, BNS, nurse, o midwife.

Barangay Tanod in the BHERTNOA Barangay Tanod is not considered an HCW by definition and thus does not fulfill the eligibility criteria stipulated in the AO.

Ang Barangay Tanod ay hindi maituturing na isang HCW ayon sa kanyang depenisyon at sa ganitong paraan, ay hindi pasok sa batayan na nakasaad sa AO.

Contact Tracers in the LGUNOA Contact Tracer is not considered an HCW by definition and thus does not fulfill the eligibility criteria stipulated in the AO.

Hindi maituturing na HCW ang Contact Tracer kaya hindi nila mapupunan ang eligibility criteria sa AO.

Municipal/Provincial Disaster Risk Management Office personnel whose role is to transport covid patientsNOThey are not considered an HCW by definition and thus does not fulfill the eligibility criteria stipulated in the AO.

Security Guards, Janitors, UtilityYESProvided they are assigned in hospitals, laboratories, medical and quarantine facilities AND are either regular, job order or contract of service directly with the health facility.

The HCWs should coordinate with the HR of their previous employment health facility to ensure that they will be included in the list of eligible HCWs to be submitted to the Centers of Health Development of the Department of Health. The health facility shall ensure that all eligible HCWs, including the resigned and retired HCWs, are included in the submitted list to the DOH.

Why are these benefits only being released now when it covers the period of September 15 to December 19, 2020?

The MAT benefits were originally intended to be provided in-kind or as actual services. However, health facilities that were not able to disburse the originally allotted amounts for such purpose, and opted to return the unspent funds to the DOH before 2020 ended, to prevent reversion of funds to the Treasury. These funds, in turn, were used by the DOH to support other requirements for the pandemic response.

Recognizing that a number of healthcare workers have not been able to receive the MAT benefits, DOH has made representation to the Office of the President (OP) and on December 03, 2021, the OP issued a memorandum approving the DOH’s request for modification in the allotment of funds, from the Presidential Contingent Fund initially released to DOH for procurement of COVID-19 vaccines to cover the provision of MAT benefits in the form of its cash equivalent to HCWs that have yet to receive the said benefits covering the period September 15 to December 19, 2020.

NO. The grant of MAT as provided for in Bayanihan II is limited to the period of September 15 to December 19, 2020 only. There is no legal basis to the grant of MAT benefits for HCWs beyond this date.
