How does the LGU Scorecard work?

The LGU HSC makes use of an internal and external benchmarking system to assess and inform LGUs of their performance.

The internal benchmarking system uses directional arrows (and an equal sign) to show how the current year’s performance of an LGU fare with respect to its previous year’s performance.

 

Directional ArrowInterpretation
Upward-pointing (↑)- current year’s performance result IMPROVED compared to previous year’s performance results
Equal sign (=)- current year’s performance result is same or EQUAL compared to previous year’s performance results
Downward-pointing (↓)- current year’s performance result DECLINED compared to previous year’s performance results
Dash line (-)- no comparative data from previous year

The external benchmarking system uses a traffic light color-code rating to easily communicate to the different stakeholders the performance of an LGU with respect to the average performance of all LGUs and the national target.

Color Code ScoreInterpretation
Excellent- equal to or better than the national target
Fair- lower than the national target but equal to or better than the national average performance
Poor- lower than the national average performance
For baseline- for baseline data collection; no target
