Call for Nominations for the Two Representatives of the Philippine Council for Mental Health (PCMH)

Section 39 of the Republic Act 11036, otherwise known as the “Mental Health Act”, mandates the establishment of the Philippine Council for Mental Health (PCMH)as a policy-making, planning, coordinating, and advisory body attached to the Department of Health (DOH) to oversee the implementation of the law.

PCMH representatives shall develop and periodically update, in coordination with the DOH, a national multi-sectoral strategic plan for mental health that further operationalizes the objectives of this Act, including

a. Monitoring the implementation of the rules and regulations of this Act and the strategic plan for mental health, undertake mid-term assessments and evaluations of the impact of the interventions in achieving the objectives of this Act;
b. Ensuring the implementation of the policies provided in this Act, and issue or cause the issuance of orders, or make recommendations to the implementing agencies as the Council considers appropriate;
c. Coordinating the activities and strengthen working relationships among national government agencies, LGUs, and non-government agencies involved in mental health | promotion;
d. Coordinating with foreign and international organizations regarding data collection, research, and treatment modalities for persons with psychiatric, neurologic, and substance use disorders and other addictions;
e. Coordinating joint planning and budgeting of relevant agencies to ensure funds for programs and projects indicated in the strategic medium-term plan are included in the agency’s annual budget;
f. Calling upon other government agencies and stakeholders to provide data and information in formulating policies and programs, and to assist the Council in the performance of its functions; and
g. Performing other duties and functions vested in the position as representative to the PCMH to carry out the purpose of this Act and shall report to the Council members and Secretary of Health as its chairperson.

In addition, members representing the academe/research, and Non-Government Organizations (NGOs) shall be appointed by the President from a list of three nominees submitted by the organizations, as endorsed by the Council, and shall serve for a term of three (3) years.

As such, the DOH is calling for nominations and expressions of interest following the guidelines attached to this Circular. The Department shall be accepting nominations and applications from April 22, 2022 to May 22, 2022.
